Late-night deal averts government shutdown

Top lawmakers struck a late-night deal to avoid a government shutdown at midnight Friday, House Speaker John Boehner told Republican lawmakers at the end of a frantic day of budget negotiations.

Sources told Associated Press of the deal, which outlines more than $37 billion in budget cuts for the fiscal year ending Sept. 30. The outline also abandons a provision, on which Republicans had been insisting, that would have ended Planned Parenthood’s federal funding.

GOP leaders dropped that provision in exchange for deeper budget cuts, congressional sources said.

But whether the tentative deal could muster the support necessary to pass both the House and Senate remained unknown. Republican leaders summoned their members to a late-night meeting to discuss the proposal.

If they agreed to it, lawmakers were prepared to enact a short-term funding measure to give congressional leaders time to write their longer agreement into legislative form.

The sudden progress on the budget came at the end of a long day of negotiations in which the key congressional players couldn’t even agree on what they were arguing about. END
